Requesting that the United States Department of the Interior Bureau of                                                          
Land Management implement an oil and gas leasing program in the                                                                 
coastal plain of the Arctic National Wildlife Refuge, was enrolled,                                                             
signed by the President and Secretary, Speaker and Chief Clerk and                                                              
the engrossed and enrolled copies transmitted to the Office of the
